			<content:encoded><![CDATA[<p>This past week I was visited by a very special group of students from the Central Florida Area. The Congressional Classroom students boarded a bus bright and early on Wednesday morning and headed north to Tallahassee. Their day at the Capitol included meeting with Commissioner Putnam, myself, and Representative Alan Williams at various times. They also enjoyed a healthy Fresh From Florida lunch in the Department of Agriculture and Consumer Service&#8217;s board room. Rep. Alan Williams and I had a great time visiting with the students in the House Chamber. We spoke about a broad range of topics and gave them some historical insight about the Chamber itself. In the evening, I rejoined the students for the ice cream social that benefitted the Randy Roberts Foundation which supports the Congressional Classroom Program. These impressive students represent Polk County education in such a positive way and I was honored to be a part of their trip to Tallahassee.</p>

			<content:encoded><![CDATA[<p>Week 2 of the Legislative Session is now drawing to a close. It was a week filled with committee meetings and other legislative meetings. I was also very happy to see and meet with many constituents who made the trip up to Tallahassee this week. There were an abundance of important advocate groups flooding the Capitol halls and courtyard, and many made their way into my office to say hello. I was also thrilled to participate in the Everglades Water Supply Summit that took place on Tuesday and Wednesday.   It&#8217;s hard to believe that Session is already a fourth of the way completed, and I&#8217;m excited for the upcoming weeks. The process of redistricting will be of utmost importance in the next couple weeks as the proposed House map will be completed and voted upon. It is a historic time in the Florida Legislature, and I thank you for allowing me to represent you.</p>

			<content:encoded><![CDATA[<p>On Tuesday, Governor Rick Scott took to the podium in front of a crowded group assembled in the chamber to present his State of the State speech. Issues discussed by the Governor included balancing the budget, PIP (Personal Injury Protection), creating jobs, reducing taxes and increased funding for schools. In his speech, Gov. Scott stated that an increase on premiums for PIP are increasing by 30 percent and, currently, that those rates cannot be sustained and that if we are going to be serious about keeping the cost of living low in Florida, we must get tough on auto insurance fraud and abuse. Governor Scott also mentioned the need for new education funding when he referenced his recommended budget which includes $1 Billion of new funding.</p>
<p>I look forward to working with my fellow members in tackling many of the issues presented by Governor Scott particularly education funding, reducing government regulation, and putting Floridians back to work. We can, and should help him achieve these objectives.</p>

			<content:encoded><![CDATA[<p>This past Tuesday marked the day our office has been working up to these past few months. Legislative Session officially started at 9:30AM on January 10, 2012 and I was thankful to have my wife Kim in Tallahassee with me. After the opening day activities were completed, I focused my attention to the week ahead which was filled with long days full of committee hearings and other legislative meetings. I was happy to visit and meet with many constituents as well who made the trip up to Tallahassee this week.</p>
<p>This session will clearly be dominated by the two major issues of redistricting and balancing the budget. It will indeed be a historic time as we under-take the once in a decade redistricting process. I look forward to discussing additional legislation with you that focuses on my guiding principles of lower taxes, limited scope of government, individual liberties and getting Floridians back to work. As always, it is my pleasure to serve you. Here&#8217;s to a successful 2012!</p>

As committee weeks in Tallahassee have drawn to a close, I have had some time to reflect on the past year, a year which has brought great challenges but also great reward. The State Affairs committee which I chair has tackled some enormous issues and, while we have much left to do, I am pleased with the reforms we implemented and the work we accomplished. Your support, encouragement and advice has been invaluable. I sincerely appreciate every letter, phone call, and email you have sent me, and as always, I encourage you to continue to stay in contact with me. Most of all, I&#8217;m grateful to Kim and my loving family who are my biggest supporters . As my Legislative calendar has continued to expand, my family has been more patient and understanding than anyone should have to be and I&#8217;m forever grateful. Kim and I hope that you have a joyful and restful time with your loved ones as our year comes to a close. And, like you, as the new year begins, we will hit the ground running &#8212; our Session officially begins on January 10th. I hope you&#8217;ll visit me Tallahassee during Session. Please let my office know if you will be in the area so that you can stop by the office and say hello! Cherish these next two weeks with your family and friends, ever mindful of the sacrifices being made by the brave men and women who keep us safe and bring peace to our world. For instance, the Find a Bill tool will now appear on the far right hand side of the website, no matter what page you are on. You may use this fluid tool to search for bills by number, text, session year and Chamber (House or Senate). Other updated features include:</p>

<li><em>NEW Public Guide</em>- House videos, podcasts and photo galleries can be found on the Public Guide page in addition to being featured rotationally on the House homepage slider. The slider will also include up-to-date information about Session activities, announcements and news. The Public Guide page also includes publications like The Informer, OPI Pulse, On Track and Session Guide, among other items.</li>
<li><em>Legislative Tracking</em>- used to track specific bills and committees throughout the legislative process. The tool will appear on the left-hand side of the webpage, opposite Find a Bill.</li>
<li><em>Additional Resources</em>- an expandable section of the homepage that includes links to various resources like the Office of the Clerk, the Office of the Sergeant, and traditional reference materials as supplied by the House and other government entities .</li>

			<content:encoded><![CDATA[<p>Happy Thanksgiving! The holidays are right around the corner and I extend my well wishes to all of you. Just as many of you all have been extremely busy preparing for the upcoming Holiday season, we in the legislature have been moving at full speed as well, preparing for the upcoming Legislative Session. We have now completed five of the six scheduled committee weeks in Tallahassee before Session starts in early January. We have accomplished a lot during this time, but a long and arduous road lays ahead for all of us during the upcoming months. It looks as if the state will face another budget shortfall, this year it is estimated to be in the neighborhood of $2 billion. Amidst these busy times, its easy to forget all we are thankful for and cherish on a daily basis. There are tough times being faced by many, but I encourage you during this time of year to not lose sight of what is important, and be thankful for what matters most to all of you. I indeed am thankful for such a wonderful and loving family, and a magnificent community full of caring people whom I am proud to represent. Serving you during these last five years has been the opportunity of a lifetime, and I am forever thankful for that blessing.<br />

<h4>Energy Summit</h4>
<p>A few weeks ago I had the opportunity to attend and participate in the 2011 Florida Energy Summit in Orlando hosted by the Florida Department of Agriculture and Consumer Services. It was encouraging to see so many influential leaders in the energy bisector congregating at the Rosen Shingle Creek Resort. This event came on the heels of an exciting shift in Florida&#8217;s energy oversight. During the 2011 legislative session, I spearheaded a drastic change of energy policy in our state through HB7215. This important piece of legislation called for moving the Governor&#8217;s Energy Office to the Department of Agriculture and Consumer Services. I believe this change was critical to the future of Florida&#8217;s energy, and I am very thankful that Commissioner Putnam and his staff welcomed the idea with open arms. The official move occurred July 1, and it is already evident that Commissioner Putnam and the entire Department are taking this change very seriously and creating a buzz regarding Florida&#8217;s energy future. As the Chair of the State Affairs Committee, our jurisdiction includes the Energy and Utilities Subcommittee. Therefore, energy issues are and have been for some time a vital part of my public service. There are many ways to improve Florida&#8217;s energy policy, and I was excited to be a part of this Summit and to be asked to participate in a panel discussion on Florida Energy Policy so that we can put our state at the forefront of every opportunity.</p>

<h4>Happy Thanksgiving!</h4>
<p>On the eve of this important holiday in our land, I thought you might appreciate a little bit of history surrounding Thanksgiving. God bless each and every one of you, and I wish you the very happiest of Thanksgivings.<br />
Thanksgiving is a centuries-old tradition held by most cultures around the world. After the autumn harvest, communities held 3-day-long feasts, sharing meat, bread and beer. In today&#8217;s culture, Thanksgiving is known best as an US public holiday. The first recorded US Thanksgiving was held between September 21st and November 11th, 1621 in Massachusetts. In 1863, Abraham Lincoln declared Thanksgiving for August 6th, and for the last Thursday in November. After a few deviations, the last Thursday in November was proclaimed as the national Thanksgiving day, but it was still not an official holiday. Thanksgiving remained a custom unsanctified by law until President Roosevelt signed a bill on November 26th, 1941 that established the fourth Thursday in November as the national Thanksgiving public holiday. Turkey is the traditional dish for the Thanksgiving feast. In the US, about 46 million turkeys with an average weight of 15 pounds are sold for the Thanksgiving celebrations. Oddly enough, there is no official reason or declaration for the use of turkey. Most would testify that they just happened to be the most plentiful meat available at the time of the first Thanksgiving in 1621.</p>

They have not only put themselves in harm&#8217;s way to protect us, but also have volunteered to be there. <p>And let us not forget those who have died for us &#8212; those who have given what Abraham Lincoln called &#8220;the last full measure of devotion.&#8221; The price they have paid protecting our freedom should be held dear and never forgotten.</p>
<p>But this Veteran&#8217;s Day is about more than our veterans. It&#8217;s about the moms and dads and wives and husbands and children who love them too. Quietly, they&#8217;ve battled long lonely nights. They&#8217;ve fought back tears of joy and tears of sorrow. Too often we&#8217;ve asked them to share in the pain of war. But they don&#8217;t get a day set aside for them. Mothers that lose a son or daughter don&#8217;t get a ribbon &#8212; even if their sacrifice is heroic. Spouses that single-handedly raise a family don&#8217;t receive a homecoming; they must wait for their home to be whole again.</p>
<p>Never doubt that without strong families, America wouldn&#8217;t have its strong soldiers.</p>
<p>So this Veteran&#8217;s Day, we should celebrate what has sustained America for over two hundred years: solders that stand up for our us and the families that stand behind them.</p>
<p>God Bless you. God Bless our soldiers. God Bless the United States of America.</p>

			<content:encoded><![CDATA[<p>One of the recent, major, headlines statewide has been the issue of redistricting. Redistricting is the process of redrawing Florida&#8217;s political boundary lines. This occurs every ten years, to reflect changes in population based off the most recent census that was completed. Legislators on the redistricting committee have been traveling the state since June to gather public input on redistricting prior to beginning the work of drawing new State House, State Senate and Congressional district boundaries.<span id="more-270"></span></p>
<p>The Florida constitution requires that the Legislature vote on new district maps during the even numbered year following a US Census, which are completed at the start of every decade. This year the legislature moved session to the months of January and February, as opposed to the regularly scheduled March and April, to better accommodate the redistricting timeline. We as legislators are welcoming the public&#8217;s input in regards to redistricting. There is a website (http://www.floridaredistricting.org/) dedicated to the process, and it even provides software to assist and submit district drawings of your own. The effects redistricting will have on the districts boundaries in your immediate area are unknown at this time but with the population changes in Florida since the last Census in 2010, there are bound to be changes to many different districts all over the state. This will undoubtedly be a key topic during the upcoming months as the districts are finalized and redistricting is complete.</p>
<p>By way of update, the re-districting committees have finished their tours throughout the state gathering citizen input on the process. The tour took the redistricting committee members to 25 cities in 25 different counties around the state. I am proud of the commitment those legislators made to hearing from constituents and I look forward to working with them during the earlier than normal legislative redistricting session beginning in January.</p>

			<content:encoded><![CDATA[<p>Due to session being moved up two months this year, the committee meetings that always lead up to session has been pushed forward as well. I will make my trek up to Tallahassee in just a couple weeks time to take part in the first week of committee meetings on September 19th-23rd. Committee meetings are a very important process for the development of a bill or piece of legislation. Speaker Cannon this year re-appointed me to chair the important State Affairs Committee and also serve on the Appropriations Committee. State Affairs oversees the policy areas of Energy and Utilities, Agriculture and Natural Resources, Federal Affairs, and State Government Operations. I look forward again to dealing with a very broad policy area and welcome any input you have as we move forward.</p>
